West Wimmera Shire Council is responsible for the safe and effective management of the local road network. The Draft Road Management Plan (RMP) outlines how Council will manage the inspection, maintenance, and repair of municipal roads in line with policy, available resources, and legislative requirements.
What is the road management plan?
The Road Management Plan establishes a structured and transparent approach to the maintenance and management of Council-managed roads. It ensures the delivery of safe, functional, and reliable road infrastructure across the Shire.
Key objectives of the plan include:

Setting inspection frequencies and maintenance standards for roads, footpaths, and other road-related infrastructure

Establishing intervention levels for safety-related defects such as potholes, road cracking, or damaged signage

Defining Council’s responsibilities as a road authority under the Road Management Act 2004

Clarifying the obligations of road users under section 17A of the Road Safety Act 1986

Outlining procedures to be followed under exceptional circumstances such as floods, fires, pandemics, or resource shortages
The updated Draft Road Management Plan is based on a standard template developed by MAV Insurance, designed to align with industry best practice and reduce Council’s exposure to risk. While the format and terminology have been updated, the proposed content and response timeframes remain consistent with the current plan in operation since 2021.
This review is undertaken as part of the legislated four-year review cycle following each Council election.

Provide feedback
Community members are encouraged to provide feedback on the Draft Road Management Plan. All feedback will be reviewed by Council and considered before the plan is formally adopted.
Submissions must be received no later than 5pm on July 4.
