West Wimmera Shire draft Revenue and Rating Plan 2025-29

West Wimmera Shire Council’s 2025-2029 Draft Revenue and Rating Plan is now on public exhibition and open for community feedback.

This four-year plan outlines how Council proposes to raise the revenue needed to deliver services, maintain infrastructure and support the priorities set out in the Council Plan. It explains how rates and charges are applied and the principles used to ensure fairness and equity across all property types.

Council will consider all community feedback prior to adopting the final plan at its meeting on 30 June 2025.

About the Revenue and Rating Plan

The Revenue and Rating Plan is a key element of Council’s long-term financial strategy. It outlines how income will be generated across a four-year period to fund services, infrastructure, and community priorities.

The 2025-2029 plan includes information on:

  • How general rates, municipal charges, and service charges are calculated

  • How property valuations influence rates

  • The uniform rate structure used across the shire

  • Council’s approach to user fees and statutory charges

  • The principles of equity, simplicity, and transparency guiding revenue decisions

The plan complies with the State Government’s Fair Go Rates System, with the 2025-26 rate increase capped at 3%.

Why this plan matters

Revenue raised through rates and charges is Council’s main source of income. It enables Council to:

  • Maintain and renew local roads, parks, and community assets

  • Deliver essential services such as waste collection, planning and building services, and local laws

  • Support community wellbeing and liveability through facilities, grants and events

The draft plan ensures these outcomes are delivered in a financially sustainable way.

Provide feedback

Community members are invited to provide feedback in relation to the draft revenue and rating plan 2025-2029. Council will consider community feedback prior to adoption of the plan.
