West Wimmera Shire Council is preparing two significant project proposals under the Federal Government’s Regional Precincts and Partnerships Program. These projects focus on enhancing local infrastructure, public spaces, and long-term planning across several key communities.

Your feedback is invited on the following project proposals.

Kaniva Tourism & Wellbeing Precinct project

Band park

The Kaniva Tourism & Wellbeing Precinct is a proposed infrastructure project focused on upgrading and expanding community assets in Kaniva. The key components of the precinct include:

  • A major redevelopment of the Kaniva Swimming Pool – new amenities building, splash park, accessible ramp, wet deck pool surrounds, pool enclosure, and plant and equipment upgrades.

  • Expansion and upgrades to the Kaniva Caravan Park, including the removal of the old scout hall, new cabins, powered and unpowered sites, roadworks, public toilets, shelters, seating and landscaping.

  • A brand new accessible PlaySpace.

  • Restoration of the War Memorial and cannon at Band Park.

  • Improved pedestrian safety with a signaled crossing on Commercial Street.

  • Pathway, kerb and channel, and road upgrades in key areas.

  • Lighting of the Kaniva Silo Art.

The project aims to revitalise ageing infrastructure, boost tourism, and support the wellbeing of local residents.

Wetlands to the Desert – Connecting West Wimmera project

This project proposes a series of planning and design works across multiple townships to help unlock future development and funding opportunities. The key elements include:

  • Detailed design for the Lions Park in Edenhope.

  • Streetscape design for Edenhope and Kaniva.

  • Community plans for Apsley, Edenhope, Goroke, Harrow and Kaniva.

  • Concept and detailed streetscape design for Apsley, Goroke and Harrow.

  • Industrial estate planning for Edenhope, including detailed planning for subdivision and infrastructure installation.

The project will provide a clear path forward for future infrastructure upgrades across the shire.

Frequently asked questions

If funding is successful, when would the project occur?

Planning would begin with community consultation starting in late 2025 (depending on when funding is confirmed), and the project would need to be wrapped up by March 2027.

How will the planning stream benefit the West Wimmera Shire community?

This planning work will help us get ready to apply for funding to improve streetscapes in Apsley, Edenhope, Goroke, Harrow and Kaniva. Like many small councils, we rely on external funding to make big improvements happen - so this project helps put us in the best position to secure support when grant opportunities come up.

 

How was the ‘Wetlands to the Desert: Connecting West Wimmera’ planning idea developed?

The plan builds on ideas and priorities that locals have already shared with us through the Council Plan and Annual Plan consultations. More recently, suggestions through our innovation platform – things like more accessible parking, better signage, public art, seating, bins, fencing, and safer paths – have helped shape the direction too.

 

Will the community be consulted throughout the planning project?

Absolutely. If funding comes through, we’ll be working closely with each community to shape the local plans and streetscape designs. There’ll be plenty of ways to have a say, from surveys to drop-in sessions. Edenhope and Kaniva already have early streetscape plans, so there will be a chance to revisit and build on those before final designs are locked in.

 

Why is the delivery application focused on Kaniva?

Every funding opportunity comes with specific requirements. This time, the grant asks for projects that already have detailed designs ready to go. Because Council has already developed plans for improvements around the Kaniva pool area, due to the ageing infrastructure, we’re able to put forward a strong case that meets the funding criteria. 

 

What’s the aim of the Kaniva Tourism & Wellbeing Precinct?

The precinct will bring new life to public spaces, upgrade important community facilities, and make Kaniva an even more welcoming and accessible place for locals and visitors alike.

 

Will the caravan park or pool be affected during works?

There may be some minor disruptions during construction, but we’ll be working hard to keep things running smoothly and minimise any impact on visitors and the community.
